Place the valve shank onto the fill valve. Insert the fill valve base into the tank opening. Push down on the valve shank and tighten the locknut with a wrench or pliers as much as possible to seal the valve. Reconnect the water supply line to seal the flow of water.
Personally If you are going to have to remove it to replace the rubbers Id replace it with a Fix-a-loo that way everything is new. Cost about $25 at Bunnnings. Turn of water, flush tiolet, disconnect hose from bottom of cistern, undo bottom nut remove existing filling valve and put new one in place. Switch water back on and adjust water level.
If you have water on the floor, you have an external tank leak. Whereas, if the water is escaping into the toilet bowl, you have an internal leak. When the water level in your toilet tank keeps dropping, this is an indication that you either have a problem with your fill valve or the flush valve system. Replacing the valves will keep the water
